1. Does not include land-based maritime aircraft for which a separate limit has been set.
2. The Russian Federation suspended the implementation of the CFE Treaty on 12 December 2007. Consequently, Russia did not submit the annual exchange     of information required by the Treaty. The given numbers of holdings are taken from the "Consolidated Information" provided by the Russian Federation on     18 December 2007 as a sign of goodwill.
3. Manpower and Treaty Limited Equipment is only for that in the Atlantic to the Urals zone.
4. These countries joined NATO on 29 March 2004.
5. Czech Republic, Hungary and Poland became NATO members on 12 March 1999.

The ceiling figures given above differ from the figures in editions of UKDS from 2006 and earlier. This is because the figures were previously reproduced from the Military Balance publication, which used an unratified version of the Adapted CFE Treaty, and we are now using ceiling figures from the ratified version of the CFE Treaty.
