Civilian Personnel Key Points and Trends
General
- The number of Level 0 civilian personnel fell by 8,190 FTE between 1 April 2007 and 1 April 2008 from 97,690 to 89,500.
This reduction comprised falls of 4,730 in the Level 1 civilian total, 850 in Trading Funds and 2,600 in locally engaged civilians.
Location
- At 1 April 2008, 63,960 FTE Level 1 civilian personnel were employed in the United Kingdom, a reduction of 4,270 personnel since 1 April 2007.
Diversity Between 1 April 2007 and 1 April 2008 the percentage of:
- ethnic minorities (with known ethnic status) increased from 3.0 per cent to 3.1 per cent.
- disabled personnel (with known disability status) remained at 5.5 per cent.
- female personnel remained at 36 per cent (excluding Royal Fleet Auxiliary and locally engaged civilian personnel).
- personnel working part-time hours increased from 9.3 per cent to 9.5 per cent (excluding Royal Fleet Auxiliary and locally engaged civilian personnel).
At 1 April 2008 the number and percentage of:
- personnel aged 50 or above was 29,820 (38 per cent) (excluding Royal Fleet Auxiliary and locally engaged civilian personnel).
Intake / Outflow
- Inflow for 2007/08 was 5,150 FTE compared with an outflow of 10,580 FTE
(excluding Royal Fleet Auxiliary and locally engaged civilian personnel) reflecting the MOD’s civilian rundown.

Top Level Budgetary Structure (TLB) At 1 April 2008 i) Land Command and Adjutant General merged to form Land Forces. ii) CinCFleet was renamed Fleet.
Trading Funds At 1 April 2008 the Defence Aviation Repair Agency and the Army Based Repair Organisation merged to form the Defence Support Group and around 1,000 personnel transferred to the Vector Aerospace Corporation. A small number of civilians may not have been correctly allocated to the DSG when the new Trading Fund was formed and the personnel systems were integrated. This should not affect the Civilian Level 0 total but some small revisions may occur in due course.
Defence Agencies At 1 April 2008 the Defence Analytical Services Agency and Defence Medical and Education Training Agency lost their agency status. At 1 April 2008, 26 per cent of civilian personnel were employed in Defence Agencies and Trading Funds.
